Tough, like REALLY tough! Like tougher than you thought was possible. Could refer to a person, a team, or a terrible piece of meat!

Ivan Drago beat the hell out of Rocky, but Rocky came back and whooped his ass! Rocky is tougher than whale shit!

That steak was so overcooked, it was tougher than whale shit.
