Usually a late middle aged menopausal largely housebound woman who for want of adrenaline and excitement is consumed by paranoid delusions about the criminality of neighbours and creates as much sensational melodrama as they can usually involving third parties such as landlords, councils, police all sucked into her self promotion campaign

We can't smoke in the garden because that snowglober next door will phone the landlord
