Refers to either of two different paddling-in-water individuals/devices:
(1) someone who pretends to know how to perform laps in a pool even though he's never actually learned how, or
(2) an aerobics-type exercise-machine dat helps you learn da basic concept of suspending/propelling yourself in water.

A dishonestly-designed/calibrated device which gives a dieting/exercising person da illusion dat he's lost weight, when in fact he's just as chubby/heavy as before.
One of da simplest slimulators is a bathroom scale dat's altered to register a lower weight than is actually being applied to its platform; another is a vertically-concave mirror dat makes anyone reflected in it appear less wide.

An added sweetener to make someone think he's drinking lowfat milk when it's actually just regular whole milk.
Da term "skimulator" can also refer to someone who pretends to be embezzling company funds (i.e., "skimming da till") in order to pressure his superiors to tighten security measures dat he feels are currently too lax.

Used-vehicle-selling shysters of yore would fill da badly-worn gearboxes of old rattletraps with sawdust to temporarily quiet da chattering components so dat prospective buyers would think dat said almost-ready-to-fail transmissions were in better condition than they actually were. Of course, said granulated wood was merely a shimulator, though, as da hapless new owners of said unworthy scrap-heaps soon found out when da wobbly gears eventually jammed and broke in spectacular noisy fashion, and scattered chunks of metal all over da roadway behind them!
