Someone who is extremely picky with sexual partners. It notoriously difficult to get Pandas to mate in captivity so when someone is referred to as a Panda, they are the type of person who needs the perfect circumstances to hook up otherwise they won't want to have sex.

He wanted to take her home from the bar but she was acting like a panda.
