In the 90's a widespread epidemic ran through all the nation's little towns. People who smoked meth used light bulbs as a tool of trade. Light bulb in Spanish is foco, loco is English is crazy. Hence Foco Loco. This explanation comes from one of the tattered towns.
She is hooked on that foco loco.
