Mostly said by fans of the popular podcast series welcome to night vale
It's an acronym for "oh my glow cloud"
it's also a way to say omg (oh my god) for non religious people

ALL HAIL THE MIGHTY GLOW CLOUD!

In any mundane sentence where you would otherwise use omg

fx. "Omgc, is that true?!?!?"
