Pulling a PACO

To promise something multiple times, and then A. Fulfill the promise VERY tardy (at least 2 weeks late) or B. Like a total scumbag, never fulfill the promise or C. Pretend there was no agreement in the first place.

Person A: So, do you think he will finish writing that text today like he promised?
Person B: Nah man. He's pulling a PACO. Not gonna happen.
