A dude that is always around. A person nobody really likes that is always present or appears in a particular circle of friends, bugging, bothering or annoying. Never going away even after constant "swating".

I can't believe Tom is at the party, he's like a Goddamn Dog Pecker Gnat. He fuckin' bothers me.
