Morta Di Fame

"Morta di fame" is an Italian phrase which literally translates to "Dead of Hunger." It denotes an utterly useless, stupid person. The connotation is that the person is dead from hunger due to the fact that they are useless and thus can't do anything productive to earn money for food to eat. "Morta di fame" status is usually accompanied by mouth-breathing and general slow-wittedness.
George W. Bush is a total morta di fame.
