Level

Verb: To obliterate or to force back to an earlier era of technology. Basically to level a civilization would be to nuke it or do something so destructive that its technology goes back to the stone age, or just gets obliterated completely.

The city of Dale is too damaged to be fixed, we need to level it before any repairing can be done.
