A person who is a complete 5 out of 10 in looks, not offensively ugly, not exactly pretty either. Persons deemed brutally average are usually also goggle-proof.

Dude: "That girl's rather plain looking, 5 out of 10"
Dude's friend: "She's brutally average!"

Used when a member of the opposite sex doesn't get any better looking with the consumpition of alcohol, ie beer-goggle proof.

Dude: "Man, that chick is so bland, she's goggle-proof."
