noun; a incredibly sheepish person of lower, yet significant authority that has no ability to think for themselves and simply follows orders from those above him/ her. They lack any type of conscience, heart, or initiative of their own and are never self-accountable for their actions. Due to this and their often common "brown nosing", they are often favored by the wicked, are hardly ever in trouble, and often evade punishment for any unjust actions they make.

noun; an epically idiotic and unapologetically condescending person in a high position of power/ authority that views him/herself as a genius, often using arbitrary numbers and metrics as a means to justify their poor decisions.
