Anyone caught dribbling, falling over or making stupid noises can be labelled a handicap.

e.g. eminem, fifty cent, and ja rule, however they disguise there noises under the term, garage music, or R 'n' B, or "rap"

Ha that boy just fell over and dribbled on his hand, he sure is a handicap!
