A Lise is a very rare form of human being. They have a direct link with mermaids and generally live near water.
Due to it's few number it's not uncommon to spend your entire life without meeting a Lise, however you should consider yourself very lucky if you befriend one. Lise are the best artists and friends that you can meet. For that you should be grateful, humans don't deserve Lise.
