Prison Frisbee

A new inmate who is considered an easy target and thus becomes, the "Prison Frisbee"

or

Any exceedingly feminine male who would seem to fit such a role (willingly or otherwise) in such a situation.

Phyll: God, I'm surprised he can even look at a seat.
