Because the original gypsy Pavel has mastered the power far better then any other he has stolen the day may 32 from they 3ed dimension and brought it back to ours. Though 100% gypsy's are all powerful 50% gypsy's still have much power of their own. They are able to do most things 100%'s are able just at a lower scale.
