HGN's definitions
Portmanteau of "phony" and "artist" referring to a person who claims his or her creation(s) is art despite having no artistic value. Phartists usually don't make a serious attempt to conceal their lack of artistic ability, since the point is attention rather than expression.
Jack shaved his cat and called it art, but we all know he is just trying to get attention. He is such a phartist.
