A person who might be willing -- but is literally unable due to a total lack of common knowledge -- to carry out the simplest of tasks asked of them. There are people who cannot "handle" basic requests, but a nonhandler goes one step further and describes a state of complete and utter lack of know-how.
I asked Sue if she could just alphabetize the list and e-mail it to Marketing because I didn't have any time, but she didn't know how to sort by alpha using Word. She's such a nonhandler.
