National Technical Institute for the Deaf at RIT. Has been associated with a flaming penis for two main reasons:

1) It seems to be the largest concentration of hot girls at RIT (except for maybe the Business building)

2) It also seems to be the largest concentration of flaming homosexuals at RIT.
