A person who is laid back, decievingly well educated, and honest. Overall they are generally well liked, despite being socially awkward at times.

Person One: Damn, did you meet Dre at the party on Friday? He was smart, laid back, and when I asked what he thought about my shoes he told me they didn't flatter my feet, what honesty!!!
Person Two: No I didn't meet Dre, but he sounds like a Skramstad...
Person One: OH and he was adorably awkward!! I think I'm in love!
Person Two: Yup he is 100% a Skramstad
