Often used as a term to get rid of something in the restaraunt or food industry, in the outlaw bike world it means someone is out on bad terms. Military and police often use it as a term for killing someone. To 86 someone most comonly means to kill them.

in the outlaw bike world - "little dick is a snitch he is 86'd" in the military "Osama the sand nigger goat fucker got 86'd"
