An individual who can't resist touching a body part of someone they know or don't know without their permission, making them question if you intentionally touched them or not.

e.g. Quadzilla "Did you just touch my butt" hurtin prue "i most certainly did not" Quadzilla "i felt you, touching me up like some kinda gropy mcgroperson"
