A sad lonely indivitual that reports every minor traffic/parking violation to the police, in the hope that the goverment has more money to buy light bulbs.
Most known indivitual is the german "Anzeigenhauptmeister" Niclas.

That stupid Polizfi guy reported me for parking my car 1cm to far from the curb.
