A disability that makes the victim have little intelligence and act similar to Cooter The Scooter. This can include actions like mistaking Lamborghinis for cheese wedges, eating cold raviolis with one's hands, thinking that Vaccines cause Autism and intentionally rusting metals and cutting brakes on vehicles. It can also be associated with all-around “Redneck” acts like having a vehicle that is in bad condition, that is unnecessary loud or Big and driving recklessly.
