A person who is consistently late to social occasions and events. A Jessie may text you 'almost there!' when in fact he/she is just going into the shower, or in some cases, just about to have a brief (eight hour) nap.
You can be sure the person we are waiting for is a Jessie, we have already waited for over 50 minutes! She is probably contemplating whether going outside is worth the torment of putting shoes on.
She's jessie-ing again, but you can be sure that she would arrive half drunk!
