hoverbug

n. one who lingers in your general area for no other reason than to look over your shoulder to see what you're doing. Usually someone who wants to catch you doing something wrong to report it to a higher authority.

1) "I wanted to surf youtube at work but because the boss' pet was being a hoverbug, I couldn't"
