Doing something which is relatively unproductive, underachieving, while taking advantage of assistance designed for the legitimately needy. Synonym for free rider.

Bob quit his high paying Wall Street job to sit on his ass all day and make Terra Cotta pots. Now he qualifies for free health insurance. That guy is Rich as a Horst.
