Phrase was said in season 2 of Strangers With Candy (ep. Behind Blank Eyes) and was said by Jerri's younger half-brother Derek to Alan, the blind kid.

Alan, the blind boy: "Hi Derek."
Derek: "Shut Up, Dumb Eyes!"
