To fail to do one's legal duty because of conspiracy theories.
The term derives from Norm Shinkle's 15 minutes of fame as a Republican member of the four member Michigan State Board of Canvassers who's job was merely to recognize the counties election results as certified but took hours of many public servants time to investigate, without legal authority, multiple conspiracy theories that had already been rejected by courts and employing a double standard in minor voting irregularities between predominantly black and white precincts.
