Fiscal responsibility is a term republicans pull out for campaign ads every election cycle. The G.O.P. claims to be fiscally responsible while claiming their Democratic opponents are not.

Obviously, the Republican Party has no idea what being "fiscally responsible" actually means! A budget should include adequete revenue (i.e. taxes) to cover all the obligations. Republicans think the only way to balance a budget is to cut taxes. Democrats, like Bill Clinton, know that cutting expenses AND increasing revenue is the only way to balance a budget. Democrats' tax and spend idea is a lot more logical than the Republicans' borrow and spend policy!
Remember that about 75% of our national debt was caused by the last 3 Republican presidents! (Reagan, Bush41 and Bush43) The last two times the national budget was balanced a Democrat was president!! (Lyndon Johnson 1969 and Bill Clinton 2000)
The tea party claims to be concerned about fiscal responsibility, however they didn't seem concerned about it when George W Bush was cutting taxes and running up huge debts while trying to fight two insane and inappropriate wars!

DOD regulation 5400.7 paragraphs C3.2.1.6.5 and C3.2.1.7.1.3.1 These paragraphs have to do with the freedom of information act (FOIA). It is a method of denying information considered exempt by the act.

The first time was used was a response from the CIA to a FOIA request. It was dealing with the Glomar Explorer, a ship supposedly built to recover a sunken russian sub. That is how it got its name.
The accused responded with a glomar response. His exact words were "I can neither confirm nor deny my presence at that donut shop during they day and time stated."

Used in examples how Urban Dictionary entries are supposed to be used. After the words "Response Suggestion" follows an answer that would fit the description of a new entry UD entry, and can be used as an argument to establish that someone is replying inappropriately.
Mom: Will you wake up already, you're late for school!
Me: (half sleeping) I'm too tired to go to school.
Mom: You always say that! But you're not skipping school this time! Get your butt out of bed now!
Me: That is so inappropriate, mom
Mom: Excuse me?
Me: Here, look at this response suggestion from UD, you're supposed to say: "Oh, sweetheart, are you so tired? Better skip school today, you don't want to get more tired!"
