The phrase 'pumped up kicks' basically means shoes that are very expensive. It could also be taken as it's non-literal term meaning 'the latest and greatest apparel items'.

The original Reebok Pump was made as a collaboration between Reebok's Paul Litchfield and industrial design firm Design Continuum. It was released in 1989, as a basketball high-top shoe. The shoe was quite expensive compared to other retail athletic shoes at the time, often costing as much as 150% more than the next most expensive athletic shoe on the market. It became something of a status symbol on urban basketball courts and eventually in suburban high schools.
His pumped up kicks came in handy on the court. He scored 30 points during yesterday's game.

Someone who thinks they are better or cooler, but mostly tougher, than they really are. Think "puffed up chest". Someone who is figuratively standing on their toes to seem taller.
All the kids with the pumped up kicks better outrun my gun = I don't care how tough you think you are, my bullets are tougher.
