It's a term used when somebody, or something, almost gets run over by a car, breaking their leg in a specific way that they can't walk for a period of 6 months or longer

"Hey, look, that guy almost got pipered!" Or "OH MY GOD THAT GIRL OVER THERE GOT PIPERED".
