devoweloping 

Pronounced closely to developing, devoweloping is the act of interchanging vowels in words to create a different sounding word for entertainment. Often times the vowel will become an "O" to create the soft "ah" sound, but is not limited to that thereof. Names are most commonly devoweloped.

Means to disable or to reduce from power, to deprive it of capacity or strength, to make incapable or ineffective, or to cut it back or down negligible importance.

Depowerment can be understood as the direct opposite of empower.
