Term used to refer to any person not from the country, who tries to act as though they are. In short, a wanna-be hillbilly.

Kevin- "Man, did you just see that guy??"
Dave- "You must be talking about the dude with the Italian Loafers and the overalls."
Kevin- "Yup, he's such a WillBilly!"
