Exceedingly cool; bitchin', rad, wicked awesome. I first heard and used this word in junior high the mid 1960s in Washington state, near Tacoma.

"Those Beatle boots are tuff!"
"That banana seat bike is tuff!"
"Veronica is tuff!"
