Bum reap is the act of harvesting someone's soul, in this case it is the soul of a homeless, or one with similar socioeconomic status that the label "bum" is appropriate, hence the name. The use of "bum reap" can be even more local than that of some person. It can apply to severed body parts (hand, torso, tentacles, etc.), cut off from the host individual, and made into a "bum" part.
Reaping a bum or a bum part are both encompassed by the meaning of the word 'bum reap', and to put someone's severed body parts to rest can be expressed as 'bum reaping them'.
The benefit of bum reaps are bountiful. By reaping the particular bum, or bum parts, they would be prevented from committing all sorts of heinous acts, or from mutating into a Gonadnarel and murder everyone.
