Used in old radio operating communications to indicate the transmitter is waiting for a response from the sender.

Think of it as putting a question mark at the end of a statement since you can't always tell if the statement is being posed as a question.
Operator 1: Did you pick up the milk over....

Operator 2: Affirmative, the milk is in route... ETA 10 minutes...

Said at the end of a conversation entry from the newly popular HeyTell application. Most people don't believe it's a requirement to say "Over" when ending their recent HeyTell. This may be true, however, you will sound much cooler if you say "Over."
Typical HeyTell Conversation

Swiss: "I like the St. Louis Lambs."

$: "The Chefs are takin state you goon. Over."

Clearly in this situation the anonymous Swiss is not as cool as $ because $ used Over at the end of his entry.
