It just means "me and you". It's a strange/great way to build partnership or speak to someone to build solidarity. Also it rhymes which makes it sound more authentic

Generally from New Zealand, THEE one and only douche is what we would think of as a slacker with great potential, a person who can speak Japanese and Chinese fluently but chooses to communicate in sniggers.
