This happens when you are having sex with a girl doggy style. You take one of your thumbs and rub her butthole until you loosen it up to penetrate her butthole with your thumb. Has absolutely nothing to do with the ammount of rubber bands. Is simply a wad of cash with a rubber band around it. These types of "Banks" are usually found in illegal transactions; i.e., drug trafficking. The term is also an oxymoron of sorts, because the terms "Rubber Band" and "Bank" imply drastically different levels of risk.

I used to be a "dancer" and I always had rubber bands for my money. So there you have it, people who deal with alot of cash, may use rubberbands to organize it.
If someone has some rubberbands and is using them to hold onto large wads of cash they may not get a regular paycheck. For example they may be a stripper, drug dealer or have some other unconventional career. They are a rubber band man, or woman!
