Hateful old dick; the kind of Victor Meldrew type that has nothing better to do with their retirement than to cause misery to all around them. Generally found policing their boundaries, making unfounded accusations and racist slurs toward ethnic minorities in their neighbourhood and raising petitions over trifling matters.

Some one providing support to a more skilled worker.
The term comes from the construction industry. A hod is a three sided box to carry materials to a mason. The less skilled worker carries material in a hod to the skilled worker.
Expanded to other jobs and professions "hod carrier" would be helping a more silled person complete a task.

Works great at; town halls, graduations, open mics, gender reveal parties (where someone has the pomposity to add a microphone to that occasion), weddings, funerals, any political forum or generally anywhere on the planet where unsuspecting humans are calling out names written on some list for whatever reason.
