Institutionalized Racism is the process of purposely discriminating against certain groups of people through the use of biased laws or practices. Often, institutionalized racism is subtle and manifests itself in seemingly innocuous ways, but its effects are anything but subtle. An example of this type of racism is the redlining of districts to keep certain people from moving in to a new neighborhood, pervasive in the financial industry in the 1950s and 60s.
Those accepted, established, evident, visible, and respected forces, social arrangements, institutions, structures, policies, precedents and systems of social relations that operate and are manipulated in such a way as to allow, support, or acquiesce to acts of individual racism and to deprive certain racially identified categories within a society a chance to share, have equal access to, or have equal opportunity to acquire those things, material and nonmaterial, that are defined as desirable and necessary for rising in an hierarchical class society while that society is dependent, in part, upon that group they deprive for their labor and loyalty. Institutional racism is more subtle, less visible, and less identifiable but no less destructive to human life and human dignity than individual acts of racism

The point where a person has been in post-graduate school so long, either studying or teaching, they can no longer cope in the real world; they view all problems in the world as black & white and take pride in always being politically correct.
Richard's been struggling with his new job at Subway after graduating with degrees in eastern philosophy and liberal arts, I think he might be academically institutionalized by now.

Institutionalized Permissiveness is the advocating of policy, business practices or legislation that makes no sense and that allows for the lowest possible standard to be validated and thrive.
In California, homeless people have been legislated different rights than other citizens. Pissing on ATM's and shitting in pubic is allowed and police are legally bound to not do anything about it. The Institutionalized Permissiveness of our California State Legislator's have advocated for the homeless to devalue themselves by legalizing the lowest possible standard, absent of any decorum we hold to other civilians in our community.
The teacher was fired for using a red pen to correct his students' papers. Colleges, High schools, Middle schools and Elementary schools have "outlawed" red pens because it hurts childrens' feelings. This is an academic policy that is a perfect example of Institutionalized Permissiveness, an allowing of an idiotic policy to reign.
