A person or thing that is quite intelligent but is a complete smartass most of the time. Enjoys making fun of tools and can be a douchebag to people who are completely ignorant and stupid. Joey's are usually fun to talk to and can have vital information available about a vast amount of things. If you meet one, do not act retarded or you will lose self esteem.
