To look onto someone who is texting or receiving a text. Eavesdropping is to listen to a conversation. Text-dropping is the same but with a cell phone conversation.

"My friend is always watching me text, he is such a text-dropper."
"I was text-dropping on my friend's conversation on his cell phone."

The act of typing a message to someone or to a general in-real-time social space and refraining from sending it to the user(s). A considerable niche type of internet annoyance/trolling.
