scapegoat 

(n.) A scapegoat is an event person or object that is used to lay the blame on for all that goes wrong, regardless of the contributions of others. This will usually carry on until the scapegoat has gone, or has managed to successfully defend itself against the arguements presented to it.

The word comes from Judaism. During mass reconciliation the rabbi would bring a goat to the alter. The sins of the people would be absorbed into the goat, and it would then be killed, its' blood staining the alter until cleansed. This is what Jesus Christ reflected in his crucifixion, being a scapegoat.

Scapegoat Speeder 

The term used to describe the occurance in which traffic is moving 15mph more than it should, yet one car is going 20-30 mph faster, and therefore the one pulled over by the cops. In otherwords, when everyone is speeding, but the one speeding the most would be the 'scapegoat' speeder.
Person 1: "Dude I was going 70 in a 55 the other day but there was another guy that got busted doing 80."
Person2: "Good thing you had that scapegoat speeder!"

Nazi Scapegoating

What evil people use to rationalize their cruel and wicked behavior against others. In reality, the ones that call their victims a "Nazi" are themselves a Nazi. Most notably used by filthy russian military scum to play down the killing and raping of innocent civilians.
Literally everybody: Hey bruh why'd you kill that man on the streets, he did nothing wrong.
Evil people: He was a Nazi. Had to clean out the dirt, you know.
Literally everybody: Bruh fuck off with that nazi scapegoating and come to terms that you killed an innocent man.
