rag-end

someone who has been half circumsised when the operation had to come to an abrupt halt (this may be due to war or other seriouse circumstances). therefore they have half a foreskin to waggle in the wind.

jay: hey dude, lets go skinny dipping
john:no way dude! people might see my rag-end.
