Definition #1 (standard usage): When you say you're going to go somewhere to hang out and party, but then cancel the plans at the last minute.

Definition #2 (sexual usage): When you say you're going to come, but then you don't.

Paul had been telling his friends for months that he'd come to the big new year's day party...but then he pulled a woo.
