It means that you didn't even open someones message and ''seen'' it. You just see the part of it on your screen and don't want to responde. Later your excuse is that you didn't see it or sth like that

*message pops on your phone*
you look at it and it is from xxx and you dont want to respond.
I'll just mirtati. (not interested, dont want to look)
