A Jogger Joe is usually a Caucasian male who jogs with his shirt off and wears a fitted baseball cap backwards as he makes his way through the highways and byways of Oakland, California. He typically runs along Lake Merritt, where he seeks out homeless people and throws their stuff into the lake. He claims he does this to help keep the city "clean".
