He is a character from Tekken series. Hwoarang was drafted into the military back in his homeland of Korea and was assigned to a special operations division. Although his successes in various missions were highly regarded along with his prowess at Tae Kwon Do and combat techniques, his penchant for disobeying rules and orders gave his senior officers more than a few headaches. Hwoarang was uninterested in military life and felt a strange emptiness within him. He longingly recalled the days of hustling money in street fights and the rush he experienced from hand-to-hand combat. He often thought of one fight in particular - the fight against Jin Kazama. These longings could not be quelled by the military. One day, Hwoarang found out about the announcement of the next Tournament. Hwoarang’s blood stirred. He would defeat Jin, Heihachi Mishima, and anyone else who dared to challenge him to claim the Mishima Zaibatsu. Filled with excitement he hasn’t felt in years, Hwoarang slipped out from the military base and headed for the Tournament.

hwoarang actually means young flower. This was actually a military campaign during the three kingdom era in Korea. one of the kingdom called Silla, promoted this term "Hwoarang" which had a few philosiphies for the young soldiers to live by.
1) never run from a battle
2) obey you parents
3) be kind to your siblings
4) be royal to country

members of the hwoarang were actually aristocrats, who were trained in special martial arts. It was because of these soldiers who were trained with the "Hwoarang" mentality, Silla was able to defeat the 2 other kingdom: Goguryo, and BaekJae.

The martial arts they practiced is called Hwoarangdo. Check it out.

Means many things. such as when your mate stinks of body odour and its disgusting but you're forced to smell it 5x a day to when you see your friend and just say Hwoii because why not.
