Douchebags who obstruct the view of a hockey game by moving around and getting out of their seats without waiting for the whistle. Most hoc-blocks include first time hockey spectators, drunk assholes, and families with small children (which are the only acceptable hoc-blocks).

"Dude these hoc-blocks need to sit the fuck down, I can't see the game!"

HOC blocker

A driver that insists on driving slower than normal freeway traffic in the high occupancy/carpool lane, thus slowing all cars behind them.

That HOC blocker up there has been doing 63 the whole way from the 110 to the 22!
